AI Contract Overview
The U.S. Department of Commerce/NOAA’s Western Acquisition Division intends to award a sole source purchase order to the Regents of the University of Colorado for non-personal services related to drought planning research, to be performed in Boulder, CO. This action is justified under RFO 12.102(a) based on the unique and specialized expertise of the Natural Hazards Center at the University of Colorado Boulder, which is the only academic research center in the nation dedicated to integrating research, practice, and policy to reduce risk from hazards including drought. The center’s deep knowledge of hazard mitigation, emergency preparedness, response, and recovery, along with its established relationships across management and risk communities, makes it the only entity capable of fulfilling NOAA’s mission to improve drought communication and meet the Congressional mandate of the National Integrated Drought Information System under Public Law 109-430. Without this specific capability, NOAA would be unable to address critical gaps in regional and national drought information integration and outreach. The period of performance for the contract extends from August 1, 2026, to January 31, 2028, and the associated NAICS code is 541990. No set-aside is planned, and the procurement will proceed on a sole source basis unless substantiating documentation or requests for additional information are received from other entities within 15 days of the presolicitation notice’s publication on June 3, 2026, with a response deadline of June 18, 2026. Any submissions must be in writing and directed to Jamie Rosales-Wold at the provided contact information; oral communications are not accepted. The government retains full discretion to determine whether to proceed competitively based on responses received, and no solicitation package is currently available.
