Full Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Army Contracting Command Aberdeen Proving Ground (ACC-APG), Tenant Contracting Division, 6565 Surveillance Loop, BLDG 6001, Aberdeen Proving Ground MD 21005, intends to award a sole source, firm fixed price contract to Horizon Lab Systems, LLC, 8601 Six Forks Road, Suite 160, Raleigh, NC 27615, to provide one (1) twelve month Brand Name Only Horizon software solution, (PN: WA-703) in accordance with the attached specifications for the U.S. Army Combat Capabilities Development Command - Chemical Biological Center (CCDC-CBC). The Horizon software required tailored to CCDC-CBC Environmental Monitoring Laboratory (EML) infrastructure. The software is required for the proper operation of laboratory equipment that conducts time sensitive health and safety monitoring for chemical agent operations at CBC and other field locations. Horizon Lab Systems, LLC is the only manufacturer that provides a product that meets the specific technical requirements, system configurations, data manipulations, report formats and system compatibility characteristics required by CCDC-CBC. No other software solution can meet the Government's need without unacceptable delays in fulfilling the requirement and/or substantial developmental costs. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
