The National Oceanic and Atmospheric Administration (NOAA), through its Western Acquisition Division in Boulder, Colorado, intends to negotiate and award a sole source purchase order to Auburn University for specialized photopigment analysis services. This work, to be performed in Huntsville, Alabama, involves highly specialized analysis of photopigments, particularly those related to cyanobacteria in freshwater lake systems, areas in which Auburn University possesses unique expertise, equipment, and resources that no other laboratories can match. The sole source determination is based on the specialized nature of the service, the need for consistent and comparable data over time, and Auburn University’s established research focus on paleolimnology and population dynamics involving photopigments, making them the only viable provider for these services. The contract covers the period from September 28, 2026, to September 27, 2027, under NAICS code 541990, with no set-aside designation. Although this is a presolicitation notice and not a solicitation for competitive proposals, other firms that believe they can meet the requirements may submit documentation or requests for additional information within 15 days of the notice publication for consideration of competitive procurement. The decision to proceed with a sole source procurement rests solely with NOAA. The designated point of contact for this action is Jamie Rosales, reachable via phone at 303-578-6951 or email at jamie.rosales@noaa.gov.
