Intent to Sole Source for Series 5 XLB and Series 5 LB5500 (Apex-Alpha/Beta Software) Software Update

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6565 Surveillance Loop, Aberdeen Proving Ground, Maryland 21005 intends to award a sole source, firm fixed price contract to Mirion Technologies (Canberra), Inc., 800 Research Parkway, Meriden, Connecticut 06450, for the acquisition and installation of APEX-AB LB4200 LB4100, IN20, and MINI20 Series 5-XLB and Series 5-LB5500 software upgrades (QTY Two) for existing Eclipse Software - Product #: S556U in accordance with the attached specifications for the Army Public Health Center (APHC). APHC's existing Gas Flow Proportional Counter (GPC) instrumentation manufactured by the company is currently under preventive maintenance contract as part of the laboratory's certification requirements. The Apex Eclipse Software is the only automation control software compatible to upgrade the existing instrumentation automation system at APHC. Mirion Technologies (Canberra), Inc. is the only manufacturer that provides a product and installation services that meets the specific technical requirements, system configurations, data manipulations, report formats and system compatibility characteristics for the software upgrade required by APHC. No other software solution can meet the Government's need without unacceptable delays in fulfilling the requirement and/or substantial developmental costs. The associated North American Industry Classification System (NAICS) code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance and the business size standard is $22,000,000.00. Posting date of this requirement is 19 July, 2021. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals.
