The 142nd Wing intends to sole source the purchase of a NINJA RF Front End Retrofit system along with its Annual Support and Warranty to Black River Systems, as mandated by the National Guard Bureau A4S Memo dated June 7, 2024, which designates NINJA as the official program of record for counter-small unmanned aerial systems within the U.S. Army and Air National Guard. This retrofit is necessary to replace the obsolete legacy RF front end model, which has become unsustainable due to supply chain disruptions that have compromised warranty coverage and maintenance, ultimately degrading system capabilities. Black River Systems is the sole manufacturer and provider of support for the NINJA system, making it the only viable source for this critical upgrade. The solicitation, numbered W50S8Y26FA013, was posted on July 16, 2026, with responses due by July 30, 2026, under the NAICS code 334290, and is managed by the Department of Defense office located in Portland, Oregon. Primary point of contact for inquiries is Karla Crapser, with Andrew Dowling as secondary contact.

This is a notification to all vendors that the 142nd Wing intends to purchase a NINJA RF Front End Retrofit system, as well as the Annual Support and Warranty, via sole source to Black River Systems. Per NGB A4S Memo dated 7 June 2024 these items must be purchased from Black River Systems Company as NINJA is currently the USAD and ANGs Program of record for C sUAS. This update is a requirement for the legacy RFFE model which is obsolete due to supply chain issues impacting warranties and maintenance leading to reduced capabilities of the current system. Black River Systems is the only company that manufactures this device and provides the support for the NINJA system. For further information see sole Source justification attached to this notice.
