Intent to Sole Source - OECD Work Programme

The Treasury Common Services Center (TCSC) on behalf of the Department of the Treasury (Treasury), Office of International Affairs (IA) in Washington, D.C. intends to contract with the Organisation for Economic Co-operation and Development (OECD) Secretariat, 2, rue André Pascal, 75016 Paris, France, on a sole source basis for an OECD Work Programme based upon the OECD 2009 Recommendation of the Council on Guidelines for Recipient Country Investment Policies relating to National Security (“the 2009 Guidelines”). The Work Programme would include two (2) workstreams: the first to develop a compendium of good practices and the second to develop an actionable toolkit for governments seeking to establish or strengthen their investment security frameworks. The acquisition will allow Treasury IA/OIS to contribute to OECD’s important policy framework and an associated compendium of good practices and toolkit.

The OECD remains the foremost internationally recognized, standard-setting body for best practices and guidelines on investment screening, which have been relied on by OECD members and non-members, alike, to establish or enhance investment screening laws. Supported through Market Research, the Treasury IA has determined no other commercial or non-commercial sources can satisfy the services requested due to OECD’s requirement that authorization for these services is only issued to sovereign OECD members and OECD being the sole organizer of “The 2009 Guidelines.” As such, the OECD Secretariat is the only entity that could prepare and launch a Toolkit with legitimacy around the world, serving as the framework for emerging markets seeking to implement investment screening and a benchmark for established regimes.

The period of performance for this award is anticipated to be twelve (12) months from the date of award. The product code is R406 and the NAICS code is 541611 with a business size standard of $24.5 million.

NO SOLICITATION IS AVAILABLE.  A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.

Responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. TCSC will consider responses received by 10/07/2026 at 8:00AM Eastern Time. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-DO-26-061/Attn: KM/DV. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to the OECD Secretariat.

Qualified Contractors must provide the following:

5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.
