NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER UNDER GSA FSS


SOLICITATION TITLE: PARASIM Installation/Training with BA-30 LPP Harness & PLD Bar Integration & Training

1. GENERAL INFORMATION:
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER UNDER THE FEDERAL SUPPLY SCHEDULE (FSS) PROGRAM AND IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.


In accordance with GSAR 538.7104-3(b)(1)(ii), "Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized." The Department of the Air Force intends to award a firm-fixed-price delivery order against the GSA Federal Supply Schedule contract of Systems Technology, Inc. for PARASIM Installation/Training with BA-30 LPP Harness & PLD Bar Integration & Training.


2. SOLE SOURCE JUSTIFICATION SUMMARY:
Systems Technology, Inc. is the sole owner and developer of all patent, proprietary, and engineering rights to the PARASIM system. Systems Technology, Inc. does not authorize distributors, brokers, third-party service providers, outside installers, or resellers. Performing modifications, integration, or training through an unauthorized third party voids existing system warranties and compromises system integrity certifications. Consequently, no other commercial vendor or solution can meet the Government's requirement at the requisite level of operational quality without unacceptable technical and warranty risks.


3. NOTICE PROCEDURES AND SUBMISSION INSTRUCTIONS:
This notice of intent does not constitute a competitive solicitation or Request for Quotations (RFQ). No formal solicitation package is available.


In accordance with the RFO GSA Schedule Ordering Procedures (GSAR Subpart 538.71), any responsible source possessing the capability to meet this requirement may submit a capability statement, which shall be considered by the agency. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement under GSAR 538.71.


Interested parties possessing the capability to meet these technical requirements must submit written capability documentation (including technical capabilities, authorization to service proprietary PARASIM systems, and past performance) no later than 16 September 2026 at 11:00 AM JST. Submissions must be transmitted via email to the Contracting Officer, SrA Austin Robey, at austin.robey@us.af.mil.
