THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i), only one responsible source, to: Janet M. Roseland, MS, RD located in Shawnee, KS 66218 Description of Requirement: The objective of this sole source award is to procure specialized nutrient analysis and related services for the USDA-ARS Nutrient Data Laboratory (NDL) in Beltsville, MD. This contract will be issued as a firm, fixed price Service contract for a Base one-year plus four (4) one-year option periods. All option periods are pending availability of funding. The Base period will begin or April 15, 2019 through April 14, 2020. Option 1 will begin from April 15, 2020 through April 14, 2021. Option II will begin April 15, 2021 through April 14, 2022. Option III will begin April 15, 2022 to April 14, 2023. Option IV will begin April 15, 2023 through April 14, 2024. The Service Contract Applies to this requirement. The SF-98 has been submitted and the Wage Rate will be included in the contract. The NAICS code for this requirement is 541690; the small business size standard is $15.0 million. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 1:00 PM Eastern Time on April 12, 2019 will be considered by the Government.
