The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to award a sole-source contract to General Dynamics Mission Systems (GDMS) LLC, 400 John Quincy Adams Rd, Taunton, MA 02780 (CAGE Code: 474R7). This contract will provide sustainment support services for the Communication-Electronics Command (CECOM) Integrated Logistics Support Center (ILSC) Command, Control Communications Network (C3N) Directorate, supporting life cycle management for 11 Configuration Items (CIs) in the Tactical Network Transport (TNT)-On-The-Move (OTM) system. The government has determined that a sole-source award is necessary due to the lack of ownership of the technical data rights required to sustain the TNT OTM system. GDMS holds exclusive ownership of the technical data package and possesses the proprietary expertise needed to perform the required services. Pursuing competition would be cost- and time-prohibitive to the government. This synopsis is for informational purposes only and does not constitute a request for competitive quotations. Interested parties who believe they can provide equivalent capabilities are encouraged to submit information to Contract Specialist Melody Thomas (melody.s.thomas.civ@army.mil) and Contracting Officer Thomas Lynn (thomas.e.lynn23.civ@army.mil) no later than 3:00 PM EST on June 11, 2025. The Government will consider all received information as it evaluates the potential for competitive procurement. A final determination regarding competition remains solely at the discretion of the Government.
