The Louisiana National Guard plans to award a sole source contract to the Strand Theatre in Shreveport, LA, for the rental of the theater to host a performance by the 156th Army Band on June 20, 2008. The Strand Theatre was selected due to its superior acoustics, technical setup including lighting and sound systems, and the unique availability of an orchestra pit that supports the band’s performance requirements. Additionally, the venue offers necessary backstage facilities for efficient movement of musicians during program changes. This contract is being awarded under specific federal regulations allowing for sole source procurement due to the Strand Theatre being the only facility capable of meeting these specialized needs and its historical significance as the traditional location for the band’s annual concert. The procurement follows guidelines under 10 U.S.C. 2304(c)1 and FAR Part 6.302-1, permitting other than full and open competition since no other sources adequately meet the criteria. Interested parties who believe they have suitable facilities are invited to respond by March 14, 2008, with submissions sent via email to designated Army personnel. The final decision not to open the contract for competition rests solely with the government. The contract highlights the need for a venue that not only meets technical performance requirements but also holds community recognition and tradition for the 156th Army Band’s event.
