TITLE: FA4809-12-R-0021, Sole Source Acquisition for Ortho-Clinical Diagnostics Vitro 350 Chemistry Analyzer The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Ortho-Clinical Diagnostics. Required items to be purchased a machine capable of performing chemical analysis of at least 28 different chemical analytes and 4 derivative tests based on calculations. Additionally, the machine will be provided free as long as the reagents are bought from Ortho. Manufacturer: Ortho-Clinical Diagnostics This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 13 Sep 12 at 3:30 P.M. Eastern Standard Time. The anticipated award date is 14 Sep 12. For information regarding this purchase, please contact 2Lt Thmoas Baker at (919) 722-7145 or MSgt Michael Demers at (919) 722-1753. APPLICABILITY OF AUTHORITY: Request this requirement be limited as a sole source to Ortho-Clinical Diagnostics. Ortho-Clinical Diagnostics is the sole source provider for the Vitros 350 chemistry analyzer which is the only analyzer that employs dry reagent technology and has the capability to perform twenty-eight chemical analytes and four deritive tests required. There are many wet analyzers on the market that are comparable to the Vitros 350, but they require a de-ionized water and direct drainage system that the laboratory is not currently equipped with, and do not process all of the analytes required. This would require facility modification and approval with an estimated cost for the drainage system at approximately $3,000.00. Additionally, another analyzer would need to be purchased to analyze the samples that other analyzers cannot analyze or the lab would have to outsoure these tests. The cost for an additional analyzer can range anywhere from $45,000.00 to $75,000.00 plus annual maintenance costs. Outsourcing samples on a daily basis would cost thousands of dollars per year, and it takes two days to receive results severely impacting the 4th Fighter Wing mission. Utilizing the Vitros 350 will allow all samples to be analyzed on base and receive the results in an hour. This duplication of cost and time is not expected to be recovered through full and open competition.
