AI Contract Overview
The 355th Communication Squadron intends to sole-source the procurement of eight TUCK-NTS-S-1 Small Form Factor SIPR capable kits from NexTech Solutions under FAR 6.302-1 and FAR 13.106-1(b)(1), citing the exclusive technical capability of the TUCK-19 system as the only solution that meets all operational requirements. Each system must provide simultaneous NIPRNet and SIPRNet connectivity through a minimum of eight ports per network, support mission-critical products like ATO, ACO, and SPINS from austere global locations, and feature ruggedized construction capable of withstanding drops and environmental exposure without a protective case. The units must be single-person portable, require no palletization, and allow setup and teardown in under 10 minutes, with internal power via replaceable MIL-STD radio batteries and external AC capability. Integrated crypto sleds support small-form-factor encryption devices, while built-in 5G SIM card ports and Ethernet-based internet ingestion from Starshield or similar sources enable dirty-internet connectivity. The system’s proprietary MANTLE automation suite, virtualized routing architecture, and embedded HyperVisor are exclusive to NexTech Solutions, precluding competitive alternatives. The government does not possess the data or capability to manufacture the equipment and confirms that no other vendor can deliver this integrated capability. Eight units are split across two identical CLINs, each for four systems, with delivery performance centered in Tucson, Arizona, supporting expeditionary and MGFE deployments. No pricing data is provided, and the contract type is not formally stated, though the structure implies a firm-fixed-price arrangement. The award is non-competitive, with no formal evaluation factors, weights, or trade-off analysis, and the government will not delay award pending source approval. Responses to the notice of intent were accepted through June 10, 2026, via the NASA SEWP portal, but are not solicitations for competition. The contractor is a large business with no socioeconomic certifications, and no COR/COTR or payment details are listed. Packaging, marking, and preservation standards are implied through performance requirements but not codified with specific MIL-STD references beyond MIL-STD for battery compatibility and ruggedization.
