Intent to sole source to NexTech Solutions (NTS).


This is not a solicitation and quotes are not being accepted at the moment.


The 355th Communication Squadron requires eight (8) High Assurance Internet Protocol Encryptor (HAIPE) systems to establish a mobile Mission Planning Cell (MPC) capable of supporting Expeditionary operations and Mission Generation Force Element (MGFE) deployments during contingencies and exercises. 


The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Government intends to solicit to procure the below listed item. The Government does not possess or cannot provide the data necessary to manufacture the item:


- Must provide both NIPRNet and SIPRNet connectivity, enabling access to essential mission‑planning and execution products (e.g., ATO, ACO, AOD, SPINS) from any austere global location. 
- Small‑form‑factor configuration capable of providing NIPRNet and SIPRNet services via a U.S. Government transport provider (e.g., DISA, SNOC, JCSE).
- Minimum 8 NIPRNet and 8 SIPRNet ports per system.
- Ruggedized construction capable of withstanding drops and environmental exposure outside a protective case.
- Internal battery power using replaceable MIL‑STD radio batteries, plus external AC power capability. Integrated crypto sled supporting small‑form‑factor encryption devices.
- Multiple dirty‑internet integration options including:Built‑in 5G SIM card port. 
- Ability to ingest wired internet from a Starshield terminal or other Ethernet‑based solution.
- Single‑person portability with no palletization required.
- Setup/teardown under 10 minutes.


All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received within 3 work days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Approval of a source is required. 355 CONS will not delay award while Source Approval is pending.


The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. 


This notice serves as the synopsis and notice of intent to sole-source. The Government does not possess the necessary information to manufacture the equipment/items solicited hereunder from any source other than the OEM.
