Intent to Sole Source

Synopsis: Notice of Intent to award Sole Source Procurement. The Government intends to issue a sole source purchase order for Jeppesen Air Transport Planning software from Jeppesen Sanderson Inc, 55 Inverness DR E, Englewood, CO 80112. The North American Industry Classification System (NAICS) code for this procurement is 541511. This contract is for Software license for 12 copies of a modern mission planning engine capable of planning world-wide mission, full aircraft modeling algorithm, incorporate military airspace, produce flight plans compatible with E-4B avionics (Jeppesen DB), accommodate in flight fuel onloads, plan for inflight orbits, delays and holding, validate flight plans for EUROCONTROL'S CFMU, incorporate European ERAD and CRAM data to optimize routing, European OAT routing, electronically file worldwide flight plans with air traffic control, address and send flight plans to appropriate agencies, overlay current weather with projected flight path produce worldwide approach. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.302-1 (a)(2)(iii). Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals. A determination not to compete this proposed procurement was made because the Jeppesen's proprietary flight planning software (MilPlanner), mission planners and aircrews can simultaneously flight plan multiple itineraries in any region of the world, display the route of digital charts, and overlay the latest visual weather data to determine optimum routing. Jeppesen's Global Support and Control center provides the capability to compute flight plans for aircrews send those flight plans to the aircrew and coordinate with Air Traffic Control (ATC) throughout the world on a moments notice. These services can be coordinated via a computer terminal or telephone 24/7/365. The 1 ACCS cannot accomplish its mission without this service as ATC slot times and routings in Europe's airspace change continuously. Jeppesen Sanderson, Inc. is the only US Company that can provide world-wide navigation and charting products in the depth and detail they are provided in. These products will be provided by Jeppesen's Mission Ops eCharts and include but are not limited to departures, enroute, arrival and terminal and airport diagrams. Information on these charts includes radio aids, meteorology codes, conversion tables, local airspace entry requirements and emergency procedures. This product will integrate with Milplanner so that planners and aircrews can access these charts instantaneously when changes are made in the mission. Jeppesen Milplanner is the only product that links into the Military's Digital Aeronautical Flight Integration File.
