Intent to Sole Source with Beckman Coulter - Maintenance

The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Beckman Coulter, Inc. 4300 N. Harbor Blvd, Fullerton, CA 92835-1091, as the only responsible source that can provide factory authorized service maintenance for shipboard AcT 5 Diff CP with printer and for ACL 9000 Systems, 5ML Tray. Service and maintenance contract for: AcT 5 Diff CP - SN: AG35220, SI: 462494 and AcT 5 Diff CP - SN: AG38250, SI: 462495. NOTE: 2 PMS per year for the AcT 5 Diff CP. Service and maintenance contract for: ACL 9000 5ml - SN: 2101043, SI: 450173 and ACL 9000 5ml - SN: 2101044, SI: 450174. NOTE: 1 PM per year for the ACL 9000 5ml. Unlimited emergency service (labor, travel, or expenses during normal working hours) unlimited parts, corrective maintenance, factory updates and modifications. Factory trained service technicians only. Technical & applications support. Based on the above information, the only technically acceptable maintenance is provided by Beckman Coulter. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $6.5 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit past performance information to include point(s) of contact and phone number(s) to verify experience with the manufacturer's (Beckman Coulter) equipment specified above, technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Service will usually be performed in Baltimore, MD 21224.
