Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Thermo Electron North America, LLC, located at 5225 Verona Road, Madison Wisconsin 53711. The purchase order will specifically procure an Interchangeable gas cell manufactured by Thermo Fisher Scientific and produced and distributed by Thermo Electron North America. The Interchangeable gas cell, inclusive of FOB Destination delivery, installation and training, shall be installed on an existing Antaris IGS Gas Analyzer, which was manufactured by Thermo Fisher Scientific. Delivery of the Interchangeable gas cell to Gaithersburg, Maryland shall occur within 90 days after receipt of an order; installation shall occur within 30 days after delivery, and onsite training shall occur within 30 days after installation.

Description
The Fire Research Division (FRD) in the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) conducts fire experiments of varying sizes, analyzing combustion products generated by these fires using a Thermo Scientific Antaris IGS Gas Analyzer. To reduce residence time in the analyzer, the Division is seeking to replace the existing gas cell with a 200 ml gas cell, which also allows for better resolution of extracted gas samples. The purpose of this acquisition is to obtain an Interchangeable gas cell for an existing Antaris IGS Gas Analyzer, produced and distributed by Thermo Electron North America, LLC – a part of Thermo Fisher Scientific. The Contractor shall deliver a quantity of one interchangeable gas cell with an internal volume of 200 ml, inclusive of FOB Destination delivery, installation, warranty, and training.
Sole Source Determination
The sole source determination is based on the following:
NIST requires the Interchangeable gas cell for an existing Antaris IGS Gas Analyzer for purposes of continuity of science and compatibility with existing equipment and previous research results produced. Without the subject supply, NIST would not be able to integrate the gas cell into NIST's existing Thermo Scientific Antaris IGS Gas Analyzer. The interchangeable gas cell will be used in tandem with current and future research efforts conducted by the FRD and must be compatible with the existing Antaris IGS Gas Analyzer.
