The Armstrong Flight Research Center is seeking to acquire specific manufacturer test and measurement equipment to support the Flight Loads Laboratory and the Naval Air Systems Command F/A-18E life extension program. The procurement consists of Interface Force Measurement Solutions Model 1100 Series Ultra Precision Low Profile Load Cells in 5k, 10k, 20k, and 25k capacities, featuring dual bridges and PT02E-12-8P Bayonet-type connectors. NASA intends to issue a direct award purchase order to Interface Force Measurement Solutions under the Women-Owned Small Business Program sole source authority. This decision is based on the technical qualification of these specific load cells for compatibility with existing equipment, as awarding to another contractor would cause substantial duplication of effort. The procurement falls under NAICS code 334513 and follows FAR Part 12 and Part 13 procedures for commercial items and services.

The Armstrong Flight Research Center (AFRC) has a technical requirement to acquire various manufacturer specific test and measurement equipment in-order to support AFRC's Flight Loads Laboratory (FLL) and the Naval Air Systems Command (NAVAIR) F/A-18E life extension program. The parts are Interface Force Measurement Solutions Model 1100 Series Ultra Precision Low Profile Load Cell 5k, 10k, 20k, and 25k capacity, dual bridges, with PT02E-12-8P Bayonet -type connectors. NASA AFRC intends to issue a direct award purchase order to Interface Force Measurement Solutions, 7401 E. Butherus Drive Scottsdale, AZ 85260 under the authority of FAR 19.1506 Women-Owned Small Business Program sole source awards. Justification is based upon the fact that the Interface Force Measurement Solutions load cells have been technically qualified by NASA AFRC to be both compatible and configurable to match the test equipment being utilized by the NASA AFRC FFL. Awarding to any other Contractor will result in a substantial duplication of effort that is not expected to be recovered through competition. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334513 . Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. Pacific Time on August 19, 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
