Interim Contractor Sustainment (ICS) Extension The United States Air Force Space and Missiles Systems Center (SMC) Military Satellite Communications Systems Directorate (MILSATCOM) intends to issue a period of performance extension to the Interim Contractor Support (ICS) contract, F04701-02-C-0002. The ICS contract extension will be issued to the incumbent contractor, Lockheed Martin Space System (LMSSC) Company, 1111 Lockheed Martin Way BLDG 157 Sunnyvale CA, 9489-1212, under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). It will prevent a lapse in service until the new Consolidated Orbital Operations Logistic Sustainment (COOLS) contract is awarded. The exception to competition for the ICS extension is "only one responsible source" and "no other sources will satisfy the Agency's requirements" due to the proprietary data rights. So far no other companies have emerged with the capability to meet all the requirements without incurring a significant duplication of costs and unacceptable schedule impact to the program. The purpose of this action is to solicit and negotiate an extension for 7 months to the ICS CLIN to continue sustainment and support to meet Advanced Extremely High Frequency (AEHF) needs up to IOC. ICS will end at Initial Operational Capability (IOC) and COOLS will take over these tasks. This notice is for information purposes only; it does not constitute a Request for Proposal. The Government will not recognize any costs associated with submission of information in response to this notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 15 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Times New Roman font, with 1 inch Top, Bottom, and Side borders.), which shall be submitted within 15 days by 5:00 pm (Pacific) from the date of this posting and considered by the agency. A minimum DoD security clearance of Secret is mandatory. Interested parties must show capability to fulfill the Government's immediate need for the effort described above. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government. In addition, responses from qualified small disadvantaged businesses are encouraged. The NAICS code for this effort is 541712 and the small business size standard is 500 employees. Classification code 541712 applies. Contractors interested in subcontracting opportunities are encouraged to contact LMSSC directly. Submit all inquiries or responses to this notice to the Procurement Contracting Officer, Ms. Natalie R. Tunnell. Electronic submissions are acceptable. Email: natalie.tunnell.3@us.af.mil. Mailing Address: SMC/PKJ Attn: Natalie R. Tunnell , 483 N. Aviation Blvd., Bldg. A8, Room 2142-A, Los Angeles Air Force Base, El Segundo, California 90245-2808.
