Interior Painting - Port Alberni Branch Library

The Vancouver Island Regional Library is soliciting proposals under RFP 1026PA-2026 for professional painting services as part of a refurbishment project at the Port Alberni Branch Library located at 4255 Wallace St, Unit B, Port Alberni, British Columbia. The selected firm must be experienced with MPI Standards and capable of completing the work outside of branch and custodial operating hours, with substantial completion required by December 31, 2026. Beyond the primary project, the library intends to pre-qualify the service provider for potential as-needed painting services at other regional locations. The award will be based on the best overall value to the library through a three-stage evaluation process. Proponents must provide a fixed lump sum base bid along with separate pricing for phasing options, premiums for after-hours work, and unit rates for gypsum board repairs. Mandatory requirements for the successful contractor include a valid business license, provincial registration in British Columbia, WorkSafeBC coverage in good standing, and comprehensive insurance. Additionally, the contractor must be designated as the prime contractor in accordance with the Workers Compensation Act and appoint a qualified health and safety coordinator.
