The proposed project is the Taste & Rejoice Picnic, a picnic event associated with the International Jehovah Witness Convention, at Embarcadero Marina Park South (EMPS) in the city of San Diego, California. The proposed event would occur in the fall and have a duration of approximately four (4) days, with an additional one (1) day for setup, and one (1) day for breakdown. The proposed event would have an estimated attendance of approximately 1,800 people. The proposed event would require approximately 20 parking spaces directly adjacent to EMPS for staging of portable restrooms, dumpsters, as well as ADA parking and parking for volunteers and staff, however, there would be no exclusive use and/or closure of the parking lot which would remain open for public use throughout the entirety of the proposed event. Additionally, the promenade, fishing pier, and public restrooms would remain open for public use throughout the entirety of the proposed event. Signage related to the temporary park closure shall be posted a minimum of 72 hours prior to the proposed event. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the Applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.
