Launch Support Services Soyuz 70S

The NASA Johnson Space Center has entered into a series of sole-source modifications under contract NAS1510110 with the State Space Corporation Roscosmos to secure essential launch support services. These actions provide critical logistics, including security, lodging, meals, transportation, and visa support for NASA personnel operating at the Baikonur facility in Kazakhstan. Specifically, the agreements cover support for the Soyuz 70S launch scheduled for Fall 2023, as well as logistics for the Progress 84P, 85P, and 86P vehicle launches. The total estimated value for these specific modifications is 533,000 dollars. Because Baikonur is an administratively closed and restricted city, Roscosmos is identified as the only entity capable of providing the necessary access and support services, justifying the use of other than full and open competition under 10 U.S.C. 2304(c)(1). While the contract is managed through the Johnson Space Center in Houston, Texas, the actual performance of services takes place in Kazakhstan and the primary contractor is based in Moscow, Russia.
