Authority for use of other than full and open competition: 10 U.S.C of 10 U.S.C. - 2304(c)(1) and FAR 6.302-1, - Only one responsible source and no other supplies or services will satisfy agency requirements. Expanse, LLC is the only source capable of providing all necessary software and services that will allow seamless continuity of a continuous discovery and monitoring capability that covers forward facing VPN services for JFHQ-DODIN through the short period of performance on this bridge contract.
