Internet Service

The United States Property and Fiscal Office of the Virgin Islands issued a sole source award utilizing Simplified Acquisitions to ViYa, DBA Virgin Islands Telephone Company, St. Thomas, VI 00802 for internet service. The service will allow the Virgin Islands National Guard access to the World Wide Web. In the absence of qualified sources, a contract is awarded under the Other than Full and Open Competition procedures, pursuant to FAR Part 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. All qualified sources must respond in writing no later than 1:00 PM, 14 November 2017. Offers must be submitted by email with confirmation of receipt. If attachments are used, .PDF format is the only accepted format.
