The contract is for the procurement of 2 packages, each containing 10 adult coudé-tip endotracheal tube introducers (bougies), totaling 20 units, with each introducer being 15 FR, 70 cm in length, made of medical-grade plastic, sterile, disposable, and single-use only. These devices are intended for use with endotracheal tubes ranging from 6.0 mm to 11.0 mm in diameter and must comply with strict medical standards, including non-extendable 60-month shelf life with no more than nine months elapsed between manufacturing and government delivery. Packaging, preservation, and labeling must adhere to MMS1A specifications, including mandatory markings such as manufacturer date, expiration or retest date, contract number, and lot number, while packaging systems must meet ASTM D3951 and DLA’s RP001 requirements for commercial, palletized shipping. The item is classified as a Type I (Code S) medical supply under shelf-life requirement RS001, and all markings must supersede MIL-STD-129 with full compliance to Medical Marking Standard No. 1. Hazardous materials, if present, must be identified and labeled per 29 CFR 1910.1200, and ocean shipments require U.S.-flag vessel compliance unless waived. Delivery is FOB destination to Fort Bragg, NC, with a strict five-day delivery window following the solicitation award date, and all documentation must be submitted electronically through DIBBS by May 18, 2026. Offerors must provide their UEI and CAGE codes, represent their size status under NAICS code 334511, and certify compliance with clauses covering cybersecurity, trafficking in persons, employment eligibility, sustainable products, and prohibition of certain confidentiality agreements. Contract administration requires electronic invoicing through WAWF, with all inspections and acceptance occurring at the delivery site. The government reserves the right to reject non-compliant shipments, and failure to meet shelf-life or labeling requirements may result in rejection at destination without further recourse.
