The Naval Surface Warfare Center Carderock Division issued a solicitation for the purchase of inverted top hats and threaded caps made from HY-100 or HLSA-100 materials, under Request for Quotation (RFQ) number N0016719Q0195. This procurement was planned as a firm fixed price order using Simplified Acquisition Procedures, with the intent to award the contract to a responsible small business that submits the lowest price technically acceptable offer. The solicitation followed Federal Acquisition Regulation Subpart 12.6 guidelines for commercial items and applied a total small business set-aside under NAICS code 332510, with a business size standard of 750 employees. Quotes were to be submitted by September 25, 2019, to the designated government contact via email, including detailed company information such as DUNS and CAGE code. The evaluation of quotations was based primarily on technical compliance with the specified requirements, followed by price considerations. The government reserved the right to conduct discussions if deemed necessary but planned to award without negotiations based on the initial submissions. The solicitation has since been cancelled, and interested parties are directed to Amendment 0001 of the RFQ for further information. The contracting activity was located in Bethesda, Maryland, and inquiries were handled by John G. Mulcahy.
