This contract, titled Investigational New Drug Toxicology for Drugs to Treat Alzheimer's Disease and Other Aging-Related Diseases, was issued under solicitation number HHS-NIH-NIDA(AG)-RFP-09-054. The project falls under NAICS code 541712 and is managed by the National Institutes of Health. Tawanda Haynes and Suzanne Stinson serve as the primary points of contact for the acquisition. Although initially considered for a Cost-Reimbursement structure due to performance uncertainties, the contract was ultimately established as an Indefinite Delivery, Indefinite Quantity type. This structure allows the government the flexibility to acquire necessary toxicology services as requirements arise during the contract period.

Full Description

During the initial acquisition planning, the Cost-Reimbursement type contract was thought to be most appropriate since, in accordance with FAR 16.301-2, this acquisition had uncertainties involved in contract performance that would not permit costs to be estimated with sufficient accuracy. After further consideration of the needs under this project based on historical data, it was determined that the precise quantities of services the Government would require during the contract period could not be predetermined above a specified minimum. In addition, historical data for these services showed that a recurring need could be anticipated. Therefore, in accordance with FAR 16.504(b), it was determined that an Indefinite Delivery, Indefinite Quantity type contract would be more suitable than a Cost-Reimbursement type contract.
