NYSTRS is seeking proposals from qualified firms licensed to operate in New York State willing and able to provide a cost-effective and comprehensive performance measurement solution capable of integrating multiple data sources. The solution shall include two key components: System/Solution Requirements: Software and hardware (if required) that is supported by the awarded bidder. Support Services: Produce, manage and report performance, performance attribution and related deliverables. NYSTRS intends to award one qualified contractor to provide a single platform, inclusive of the system and support services, to calculate, analyze, and report performance and performance attribution. This includes performance calculations or portfolios, composites, funds, and benchmarks. As the funds are multi asset, the platform must be able to support all asset classes. Please note that bidders will be required to accept a click-through confidentiality agreement before accessing the files, as one of the attachments, Appendix F - NYSTRS Cloud Service Management Policy, has been deemed NYSTRS confidential information. IMPORTANT NOTICE – Bid Distribution: NYSTRS officially distributes bidding documents through the Bonfire System. Copies of bidding documents obtained from any other source are not considered official copies. Only those vendors who obtain bidding documents from the Bonfire Portal are guaranteed to receive all attachments, drawings or addendum information, if such information is issued. New England Child Support Enforcement System (NECSES) Technology Evolution
Solicitation # RFI-2027-DES-01-NECSES
The New Hampshire Department of Health and Human Services is issuing Request for Information RFI-2027-DES-01-NECSES to gather market research and vendor capabilities for the technology evolution of the New England Child Support Enforcement System (NECSES). This mission-critical, federally certified application currently relies on aging Java and Oracle Forms and Reports technologies. The State seeks strategies to address technical and architectural debt to improve security, scalability, and maintainability while preserving essential business functionality, complex integrations, and federal certification. The Department is exploring various low-risk, incremental approaches, including automated code conversion, low-code platforms, and SaaS offerings, to avoid the disruption of a single large-scale replacement. Responses are due by October 16, 2026, at 12:00 PM EST and must be submitted via email to the designated point of contact, Sara Kelly. Proposed solutions must adhere to strict regulatory and technical standards, including Section 508 and WCAG 2.2 Level AA accessibility, NIST-aligned security controls, and Federal Office of Child Support Enforcement requirements. For SaaS components, the State prefers SOC 2 Type II and FedRAMP attestations. As this is an RFI for discovery and planning purposes, it is not intended to result in a contract or vendor agreement. Submissions are limited to twenty pages of text, excluding the cover letter and table of contents, and may include an optional appendix.
