INVITATION FOR BIDS AT FORT POLK, LOUISIANA: FY2027 LUMP SUM TIMBER CONTRACT, ITEMS 1-2

The U.S. Army Corps of Engineers, Fort Worth District, is soliciting sealed bids for the sale of government-owned pine timber at Fort Polk, Louisiana, under Invitation for Bids No. DACA63-9-26-0519, a lump sum contract with two distinct items totaling approximately 8,363 tons of mixed loblolly and longleaf pine sawtimber and pulpwood. Item 1 covers 581 acres in Compartment 31, Stands 3, 9, and 15 of the Fullerton 4 training area, while Item 2 comprises additional timber in a separate location. Bids must be submitted by 10:00 AM local time on August 26, 2026, at the Forester’s Office in Building 8603 on Fort Polk, with a mandatory bid deposit of $20,000 for Item 1 and $10,000 for Item 2, payable to the F&A Officer, USAED, Fort Worth. The total purchase price must be paid in full by August 1, 2027. All harvesting operations must be completed by September 30, 2027, with work commencing no later than ten days after receipt of a written notice to proceed. Harvesting is restricted to Monday through Friday, excluding holidays, and is prohibited between April and June due to protected species regulations. Stream buffers of 35, 50, and 100 feet must be maintained for intermittent, small perennial, and large perennial streams respectively, and all marked trees—painted blue by the Installation Forester—are the only ones eligible for removal. Contractors must assume full responsibility for road construction and maintenance, properly dispose of logging slash, cut stumps as low as practical, vary log lengths to maximize utilization, and load timber only in designated open areas. Environmental protections under the Clean Water Act must be adhered to, with strict prohibitions against littering, pollution, and unauthorized use of firearms or hunting on the installation. Bidders must certify their small business status if applicable, comply with OSHA standards, and ensure all personnel clear security with the Installation Security Officer. The Government provides no warranties regarding timber volume, quality, or condition, and bidders are required to inspect the site in advance by appointment. Weekly summary reports of harvested timber must be submitted to the Real Estate Contracting Officer by Saturday of each week.
