the Sullivan County Commissioners will receive sealed bids for an Emergency Watershed Protection Project for stream stabilization at 718 EDKIN HILL ROAD, MUNCY VALLEY, PA 17758.
All bids will be received electronically via PennBid until 4:00 PM on Friday, April 3, 2026, after which no additional bids will be accepted.
Bids will be opened and read aloud at a regularly scheduled Sullivan County Board of Commissioners meeting on Tuesday, April 7, 2026, at 10:00 AM at the Commissioners’ Office, Sullivan County Courthouse at 245 Muncy Street, Laporte, PA 18626.
Work to be performed under this contract must be completed within 11 days upon delivery of the Notice-To-Proceed. The contractor shall provide all equipment, labor, materials, and supplies necessary to complete the work. NRCS and/or the Sullivan County Conservation District shall provide quality assurance inspection for the work, all materials shall be approved by the inspector prior to use. No seasonal in-stream restrictions.
A mandatory pre-bid showing will be held on Wednesday, March 18, 2026, at 11:00 AM. All interested parties are to meet at the Davidson Township Building, 20 Michelle Road, Muncy Valley, PA 17758 to travel to four EWP project job sites open for bid.
Each bidder is required to bid on the total project. Each bid must be accompanied by a bid bond or certified check made payable to 'Sullivan County' in the amount of 10% of the total bid. The successful bidder shall provide a performance bond or certified check to the municipality in the amount of 100% of the contract and a payment bond or certified check to the municipality in the amount of 100% of the contract within ten (10) business days after the contract is awarded. This project is subject to PA Prevailing Wages Project Rates as published by the Department of Labor and Industry in accordance with the Pennsylvania Prevailing Wage Act. Funding for this project is being provided through the Natural Resources Conservation Service's (NRCS) Emergency Watershed Protection Program and the Department of Environmental Protection (DEP).
Bids may be held by Sullivan County for up to sixty (60) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Sullivan County Board of Commissioners reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
