IOP Journal Online Access

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the renewal of online access to the Institute of Physics (IOP) Journal Archive. The services are available from IOP Publishing Incorporated. The NAICS code is 511120 and the business size is 1,000 employees. The proposed purchase order is being solicited on a sole-source basis to IOP Publishing Incorporated. The proposed action is for the procurement of online access to the IOP Journal Archive through the American Institute of Physics for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: IOP Publishing Incorporated is the sole provider of an archive which boasts content published between 1874 and 1998 and includes instant access to more than 1,000 volume years of journals, 150,000 articles and 1.5 million pages. The NSWCCD intends to award a firm fixed-price purchase order to IOP Publishing Incorporated using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 25 MAY 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 05/25/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
