Pharmaceutical Services for Inmates at PWMRADC
Solicitation # 700620-27
Prince William County is soliciting proposals for comprehensive pharmaceutical services for inmates at the Prince William-Manassas Regional Adult Detention Center. The selected contractor will be responsible for the delivery of prescription and over-the-counter medications, maintaining inmate medication profiles, and providing 24/7 pharmacist availability for medical staff consultations. Key operational requirements include daily deliveries from Monday through Saturday, strict adherence to blister packaging for oral medications, and the maintenance of sealed emergency stock kits. The contractor must also conduct at least quarterly inspections of pharmacy storage areas and present findings at quarterly Quality Assurance meetings to ensure compliance with Virginia State Statutes and National Commission on Correctional Health Care standards. To be eligible, contractors must hold valid Virginia state licensure and DEA registration for handling Schedules II through V controlled substances. The evaluation process prioritizes technical quality over cost, though price becomes a significant factor as technical merit equalizes. Awardees must meet stringent insurance requirements, including professional liability and general liability with an A.M. Best Rating of at least A:VIII. Invoicing is handled via email with standard net 30 payment terms. Proposals must be submitted electronically through the county portal, including a detailed technical proposal and a signed RFP Submission Form certifying ownership disclosures and the absence of collusion.
