Notice of Intent to Sole Source. 50th Contracting Squadron intends to solicit and negotiate with Viasat Inc. for specialized IP Network Encryptors. ViaSat Inc is the sole manufacturer of KG-250 encryption equipment and is also the only manufacturer certified by the National Security Agency (NSA) to produce this equipment. Additionally, the National Security Agency's Information Assurance Advisory No. IAA-011-2005, recommends accelerating program funding to purchase and deploy HAIPE required In-line Network Encryptors (INEs) to achieve end-to-end interoperability of Internet Protocol encryption devices, which is crucial to network security. KG-250x's are small portable encryption devices that allow Type-1 classified data and communications to be encrypted to be transferred over the air through Radio Frequency by any standard data link. This contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), only one will meet the Government's needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the Government will proceed with the sole source acquisition. The Government will not pay for information submitted any quotation/response should be emailed to susan.ulma@spaceforce.mil and kade.allen@spaceforce.mil by 6 September 2022, 8:30 am MST.

Solicitation # USSF-CSO-FY26-2808A
The United States Space Force (USSF) Space Operational Contracting Headquarters has established a Master Commercial Solutions Opening (CSO) under solicitation number USSF-CSO-FY26-2808A to streamline the design, construction, repair, and alteration of base infrastructure. Authorized under 10 U.S.C. § 2808a, this framework utilizes Other Transaction (OT) authority, making all resulting agreements completely exempt from the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS). The Master CSO serves as an umbrella solicitation, with specific project requirements published separately as Areas of Interest (AOIs). All awards must be structured as fixed-price agreements, including firm-fixed-price, fixed-price incentive, or fixed-price award fee structures, while cost-reimbursable agreements are strictly prohibited. The solicitation process employs a phased down-select method to minimize industry costs, consisting of a Phase 1 White Paper, a Phase 2 Oral Pitch, and a Phase 3 Full Commercial Proposal. Evaluation focuses on technical merit, constructability, schedule viability, and fair and reasonable commercial pricing. Selected partners must adhere to commercial industry building codes such as IBC and NEC, and may be required to comply with Unified Facilities Criteria (UFC) and Anti-Terrorism/Force Protection (AT/FP) standards. Payment is managed through a milestone-based system, where fixed-price payments are triggered only upon the verifiable completion of work that has passed inspection. Additionally, contractors must comply with Davis-Bacon Act wage rates and maintain specific insurance coverages, including Professional Liability for design-build projects of at least $2M.
