This contract solicitation seeks offers for the supply of vehicular bumpers identified by NSN 2540-01-525-4023, fabricated according to multiple specified reference drawings and revisions. The estimated annual demand is 456 units, with deliveries to be made to various Defense Logistics Agency (DLA) stock locations. The delivery schedule allows a maximum of 456 units within 233 days if First Article Testing (FAT) is required, or within 158 days if FAT is waived. The procurement will be conducted as a 100% small business set-aside with the applicable NAICS code 336370, and the small business size standard is 1000 employees. The contract term will not exceed three years, and offers must be submitted in English and U.S. dollars by the specified closing date. Due to incomplete technical data held by the government, this acquisition will only consider approved sources under U.S. Code 10 U.S.C. 2304(c)(1), with Macomb Sheet Metal designated as the approved FAT waived source. While price is important, award decisions will also factor in delivery performance, past performance, and surge capabilities. Interested suppliers may obtain necessary documentation and specifications through the DLA Internet Bid Board System (DIBBS) and related Department of Defense Single Stock Point resources. The solicitation encourages all responsible sources to submit offers and permits potential commercial item proposals to be identified to the contracting officer within 15 days of the notice, though the government is not utilizing Part 12 commercial acquisition policies for this procurement.
