This contract solicitation pertains to an Indefinite Quantity Contract (IQC) for the procurement of electromagnetic relays, specifically National Stock Number 5945-00-912-0132. The items, manufactured by DARE Electronics, Inc. and Bill McClung, Inc., are to be delivered to various Defense Logistics Agency stock locations with a maximum delivery of 200 units within 180 days. The estimated annual demand, including option quantities, is 206 units, and the contract is set aside exclusively for small business concerns, with a size standard of up to 750 employees. The procurement may incorporate the Trade Agreements Act of 1979, requiring offers to be submitted in English and priced in U.S. dollars, and utilizes a source approval requirement under 10 U.S.C. 2304(c)(1), limiting eligible contractors to the two specified manufacturers. Offers are due before the closing date specified, and while price is a key factor, award decisions will also consider delivery schedules, past performance, and other evaluation criteria outlined in the solicitation. The contract includes the option to extend the period of performance up to a total of five years. As the government does not possess complete, unrestricted technical data for these supplies, only approved manufacturers are eligible to compete. Interested suppliers may express interest in providing commercial items within 15 days of the notice, although the solicitation currently does not follow Part 12 policies for commercial item acquisition. The solicitation is available through the DIBBS system and managed by the Defense Logistics Agency, with Wanda J. Bell as the point of contact.
