The contract held by Development Alternatives, Inc. under USAID Iraq for the Iraq Governance and Performance Accountability/Takamul (IGPA/Takamul) program is undergoing a modification to increase its Total Estimated Cost by $12 million, raising it to over $172 million. Additionally, the contract period is extended by 12 months, now covering June 26, 2017, through June 25, 2023. This extension and increased funding are driven by new developments in U.S.-Iraq relations, particularly in response to the Strategic Dialogue between the U.S. and the Government of Iraq announced in April 2020 by Secretary of State Mike Pompeo. Given the challenges posed by the COVID-19 pandemic and Iraq’s declining oil revenues, the contract modification aims to provide urgent support for stabilization efforts, economic management, and technical assistance to ensure progress in the dialogue and prevent setbacks. This award adjustment is justified under regulatory provisions that allow for non-competitive modifications when such actions are crucial to ongoing foreign aid programs and when delays or additional costs would be detrimental. The work includes supporting the Government of Iraq’s budget process, cash management, coordination, investment scheme support, and risk management. No solicitation or competitive bidding will occur for this extension, and inquiries related to the contract modification are directed to USAID officials in Iraq. The modification reflects USAID’s prioritization of a timely, coordinated U.S. assistance effort during a period of economic and political sensitivity in Iraq.

Synopsis: The United States Agency for International Development (USAID) Iraq intends to modify the Contract number AID-267-H-17-00001 held by Development Alternatives, Inc. (DAI) for the Iraq Governance and Performance Accountability/Takamul (IGPA/Takamul) contract to increase the Total Estimated Cost (TEC) by $12,000,000 to $172,010,152 from $160,010,152, and extend the period of performance by 12 months. The new period of performance will be June 26, 2017 - June 25, 2023. This action comes at a critical time wherein the USG has limited time to prepare, influence and guide the Government of Iraq (GOI) through the Strategic Dialogue with the U.S. that was announced by Secretary of State Mike Pompeo in April 2020. Secretary Pompeo made it clear, - With the global COVID-19 pandemic raging and plummeting oil revenues threatening an Iraqi economic collapse, it's important that our two governments work together to stop any reversal of the gains we've made in our efforts to defeat ISIS and stabilize the country. This unforeseen and unexpected announcement will require expedient action by USAID in order to support USG priorities prior to June 2020, the announced timeline of the Dialogue. Additional resources will be necessary for the Dialogue's success, including support to the Government of Iraq budget process, cash management and coordination and technical assistance to support investment schemes and manage risk. Statutory authority permitting other than full and open competition is AIDAR 706.302-70 which states that, - Full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation, and may be applied per AIDAR 706.302-70(b)(5) for [a]n award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. No solicitation package will be issued. This notice of intent is not a request for competitive proposals. Please refer any questions to Zachary Clarke, Regional Contracting Officer at zclarke@usaid.gov or Olga Ekkert, Senior Acquisition and Assistance Specialist, at oekkert@usaid.gov.
