Full Description
The Naval Air Systems Command (NAVAIR), 47123 Buse Road, Patuxent River, MD 20670, intends to award a Firm Fixed Price (FFP) contract to the Boeing Company, St. Louis, MO, on a sole source basis. This contract will procure F/A-18 E/F Infrared Search and Tracking (IRST) Block II Pod weapon replaceable assemblies (WRAs), specifically the Fuel Tank Assembly (FTA) and Sensor Assembly Structure (SAS), and performance of final system integration. Final integration shall ensure all IRST Block II WRAs function correctly when integrated to form a complete system. In the case a given WRA does not function properly at the system level, potential offerors must be capable of troubleshooting and adjudicating such issues. Potential offerors may be required to design, build or acquire special test equipment (STE) to aid in the production of IRST Block II WRAs.
The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as implemented by the FAR Overhaul 6.103-1, "Only One Responsible Source" and no other supplies or services will satisfy agency requirements.
