The Federal Bureau of Prisons, Federal Correctional [FCI] Danbury, Connecticut anticipates making a single award for the provision of an Islamic Faith Leader to provide worship services to the inmate population at the Department of Justice, Federal Bureau of Prisons, Federal Correctional Institution [FCI] and Federal Prison Camp [FPC], 33 - Pembroke Road, Danbury, CT 06811. This requirement has been established to support comprehensive religious programs within the Correctional Facility's Religious Services Department The proposed contract shall be a firm-fixed price, requirements type. The North American Industry Classification System (NAICS) Code is 813110. Faith-based and Community-based Organizations (AUG 2005) have the right to submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The anticipated date of award should be approximately November 15, 2009. It is estimated that the sucessful contractor will normally work two(2) session on Fridays between the hours of 12:30 and 3:00 pm. The exact hours will be mutually agreed upon by the contractor and the CM after contract award. A session will equal one (1) hour. The FCI/FPC is expected to require an estimated 104 sessions per year. The schedule shall not exceed two (2) hours per week. The contract performance period is anticipated to consist of a base year from the effective date of award through September 30, 2010. Thereafter, four (4) one-year option renewal possibilities are provided for at the sole discretion of the Government, in accordance with Federal Acquisition Regulations [FAR subpart 17]. This solicitation will be made available on or about November 1, 2009, and will be distributed solely through the General Services Administration Federal Business Opportunities website at http://www.fedbizopps.gov/ and not available as a hard copies [FAR subpart 5.] The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotations is November 2, 2009; however this is a projected estimate and quoters should refer to Page 1 of the forthcoming solicitation (Block #8) for the actual date quotations are due. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Payment will be made utilizing the Electronic Funds Transfer (EFT). Each offer is required per 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Applications (ORCA) at http://orca.bpn.gov/. All responsible sources are encouraged to submit a quote for consideration. Respondents must submit with their quote, a resume and photocopies of documents evidencing education and training. All quoters are cautioned to ensure a complete quotation is supplied to the FCI for consideration. The FCI reserves the right to make award without discussion or requesting additional information beyond what was initially provided with the quotation.
