The United States Army Corps of Engineers Baltimore District intends to award a sole-source, firm-fixed-price contract to Mirion Technologies (Canberra), Inc. for the servicing, repair, and calibration of two non-operational in-situ Object Counting System (ISOCS) detectors, including one electrically cooled AEGIS model and one liquid nitrogen-cooled GC6020 model. Both detectors are to be fully restored to operational status through diagnostic testing, necessary repairs, and calibration to ensure accurate performance. Mirion Technologies is the sole manufacturer of these systems and possesses the proprietary expertise, components, and calibration infrastructure needed to perform the required services, making them the only source capable of restoring the systems to meet safety and performance standards. This procurement is justified under the statutory authority of 10 U.S.C. § 2304(c)(1), which allows for sole-source acquisitions when only one responsible source exists, particularly for purchases not exceeding the simplified acquisition threshold. The ISOCS system is unique in the market, offering capabilities for near real-time gamma spectroscopy analysis in the field, which are essential for the USACE’s operational needs. This notice does not solicit competitive proposals, but responsible sources may submit capability statements by the specified deadline for agency consideration. The decision to compete the contract will be at the government’s discretion based on responses received.
