The contract amendment cancels Solicitation No. DOL-OPS-15-R-00062, which was intended for IT Engineering Support Services. The cancellation is due to the solicitation not adequately meeting the Department’s needs, flawed evaluation criteria that failed to guarantee fair and equal competition, and an excessive number of questions from potential offerors necessitating a thorough revision. As a result, the Department has determined that canceling this solicitation is in its best interest. Following this cancellation, a new request for proposal (RFP) will be released promptly to address and resolve the identified issues. The original solicitation, posted in January 2016, pertained to IT Integration Engineering Support Services and was linked to NAICS code 541512. The work was to be performed in Washington, D.C., with points of contact Laurence A. Clunie and Nashaunte J. Graham available for further inquiries.

The purpose of this amendment is to cancel Solicitation No. DOL-OPS-15-R-00062, for IT Engineering Support Services. The determination to cancel the Solicitation is based on the following: (1) the Solicitation did not adequately address the needs of the Department, (2) the evaluation criteria, as written, did not ensure a fair and equal competition among offerors, and (3) the number of questions received regarding the Solicitation required a complete revision. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
