The Multiple Award Schedule (MAS) contract GS-35F-0131R under IT Schedule 70, covering a broad range of Special Item Numbers (SINs) including leasing, equipment purchase, maintenance, training, IT professional services, software licenses, and subscription services, expired on May 30, 2013. Carahsoft Technology Corporation, the contractor for this agreement, maintains a successor contract GS-35F-0119Y with a performance period through December 19, 2016, which continues to offer most of the same SINs and manufacturer offerings from prominent IT vendors such as Adobe, HP, IBM, and many others. However, the expiration mainly impacts customers seeking software licenses and maintenance related to VMWare products, as these offerings are not yet incorporated into the successor contract. The General Services Administration (GSA) is actively negotiating the inclusion of VMWare under the new contract terms to ensure competitive pricing and favorable conditions, but until those negotiations conclude, no new orders or options can be exercised for VMWare offerings under the expired contract, although ongoing orders may complete their performance periods. GSA has communicated the contract expiration to Carahsoft and affected customers and made public announcements to ensure transparency. To support the transition and address questions or procurement alternatives, GSA has designated points of contact available to assist agencies. This contract expiration underscores the importance of monitoring contract timelines and vendor transitions within IT procurement schedules while preserving access to comprehensive IT products and services from a wide range of manufacturers under the current MAS offerings.

General Info

MAS contract GS-35F-0131R expired May 2013; successor GS-35F-0119Y continues most IT services except VMWare.

All of the above-listed manufacturers EULAs (End Use License Agreements) have been approved by GSA by means of a negotiated EULA or EULA rider. Accordingly, expiration of Carahsoft's contract GS-35F-0131R is expected to affect only customers that are looking to order software license and software maintenance (SINs 132-33, 132-34) offerings manufactured by VMWare, Inc. GSA is currently in the process of reviewing Carahsoft's request to add VMWare's offerings onto its successor contract GS-35F-0119Y, and is aiming to negotiate terms and conditions advantageous to the Government, including fair and reasonable pricing, that will benefit all customers. It is GSA's intent to complete such negotiations prior to May 30, 2013, however, this timeline is tied to the level of the contractor's and its manufacturer's cooperation in this process. Any existing BPAs against Carahsoft's contract GS-35F-0131R for VMWare's offerings shall cease on May 30, 2013. Any existing/ongoing task and/or delivery orders for this manufacturer's offerings will be able to continue through the current period of performance. However, ordering activities will not be able to exercise options to existing task/delivery orders or place new orders. Carahsoft was provided notice from GSA of the expiration of its contract GS-35F-0131R, and was instructed to immediately contact all affected customers. GSA also simultaneously posted notification of the contract expiration on FedBizOpps. How GSA can help: We have established several points of contacts in our Central Office as listed below to answer any additional questions and to provide assistance with alternative solutions if needed to procure IT professional services. - Nina Malakouti (nina.malakouti@gsa.gov) Phone: 703-605-2742 - Deborah McCray (Deborah.mccray@gsa.gov) Phone: 703-605-2732
