This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The National Institutes of Health intends to negotiate on a sole source basis with Cision System. This is a custom. The Cision Professional Media Database - Full Access to Cision's North American Media Contact and Outlet databases - Media lists automatically updated by Cision Research Team (create list by industry, geography, etc.) - Ability to build, save, and export unlimited lists - 25,000 email distributions with personalization using Cision's proprietary distribution service - HTML emails with hyperlinks, photos, logos, templates, etc. that can be scheduled for delivery - User Identification Activity Management and reporting so all team members are on the same page - The ability to automatically track which individual journalist has opened/read releases - Identify and manage relationships with engaged contacts - Ongoing Cision Service-On-Demand - Dedicated Account Manager - Online eClassrooms and Webinars Please included Maintenance with a base and four option years. The announcement number for this acquisition is NIH-OLAO-OD-NOI2019002 and is being issued under the authority of the FAR subpart 6.302-1, 10 U.S.C. 2304(c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 dated April 18, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) code is 334516, which has a size dollar standard of 1,000. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5.
