ITB-1345 Agency Decision

The Florida Department of Transportation issued solicitation DOT-ITB-25-1345-CB for the purchase of mitigation credits to offset wetland and species impacts associated with improvements to State Road 72 from CR 661 to SR 70 and State Road 70 from CR 661 to the Peace River Bridge. The primary objective is to acquire verified freshwater forested and herbaceous wetland mitigation credits from approved banks to ensure regulatory compliance with state and federal guidelines, including the Clean Water Act and requirements from the U.S. Army Corps of Engineers and U.S. Fish and Wildlife Service. The procurement process opened on June 3, 2025, with a response deadline of June 6, 2025. EIP Credit Co., LLC was identified as the intended awardee. The selection process incorporated price and in-state vendor preferences in accordance with Florida Statute s.287.084. To finalize the award, the contractor must provide mandatory performance bonds and insurance documentation. Acceptance of the deliverables is contingent upon written approval by the Florida Department of Transportation, confirming that the credits are jurisdictionally valid and available for immediate use.
