ITB 26-105 AWOS Replacement- Crystal River Airport (CGC) & Inverness Airport (INF)

Citrus County is soliciting bids for the replacement of Automated Weather Observing Systems (AWOS) at Crystal River Airport (CGC) and Inverness Airport (INF), with funding provided by Federal Aviation Administration Airport Infrastructure Grants and Florida Department of Transportation Aviation Grants, matched by County funds. The successful bidder will be responsible for the installation, integration, testing, and commissioning of two FAA-approved AWOS III P/T systems, while the County will directly purchase the equipment from manufacturers based on the bidder’s proposed pricing. The existing systems, comprising outdated Vaisala equipment, must be fully removed and disposed of, and the new systems must deliver comprehensive weather data including wind, temperature, visibility, cloud height, precipitation, and thunderstorm detection in compliance with FAA Advisory Circular 150/5220-16E and current FAA standards. The project includes infrastructure reuse where possible, such as concrete pads and wind towers, but requires replacement of corroded conduit and associated components at Inverness Airport. All work is subject to strict construction schedules, with completion deemed critical and subject to liquidated damages for delays. The systems must undergo final testing and a walk-through inspection by agency personnel and meet specific closeout requirements, including submission of sealed as-built plans and engineering certification. The contractor must comply with a comprehensive set of federal and state regulations including 2 CFR Part 200, the Copeland Act, Davis-Bacon Act, and Florida Statutes on human trafficking and debarment. They are required to maintain an acceptable cost accounting system, provide full audit access to federal and state entities, and retain all records for a minimum of three years after final payment, with cost records retained for five years after termination. The contractor must secure performance and payment bonds, maintain commercial general liability insurance meeting ISO CG 00 01 standards, and may need railroad protective liability and cyber insurance depending on system interfaces. Labor compliance includes adherence to prevailing wage rates, nondiscrimination under Title VI, ADA, and Section 504, and certification of compliance with Buy American provisions and tax liability disclosures.
