ITB 27-20020-YB Hydrochloric Acid for South and North Water Treatment Water

The City of Lubbock is soliciting bids under ITB 27-20020-YB for the supply and delivery of 15.0% Hydrochloric Acid aqueous solution to be used as a co-reactant at the North and South Water Treatment Plants. The estimated annual usage is approximately 623,000 pounds. The product must be NSF/ANSI Standard 60 certified, maintain a specific gravity of 1.075 at 25 C, and have a pH of 1.0 at 1.0 wt/wt%. Deliveries must be made within five days of an order being placed, with receiving hours limited to 9:00 A.M. to 3:30 P.M., Monday through Friday. Each delivery requires a certificate of analysis specifying pH and specific gravity, and the City reserves the right to refuse loads with unusual appearance or foreign material. The contract is for an initial term of one year with four optional one-year extensions, renewing automatically unless a 90-day written notice is provided. Pricing must be quoted as FOB delivered and remain firm for four years, subject to annual evaluations. Award decisions are primarily based on the lowest bid that meets all technical specifications, though the City may consider delivery time, warranties, and life-cycle costing. Local bidders may receive preference if their bid is within 5% of the lowest price. Bidders must submit a certificate of analysis, MSDS, and NSF/ANSI certification by November 12, 2026, via the Bonfire portal or in hard copy to the Director of Purchasing and Contract Management.
