ITB 27B-002 2027 Westville Timber Thinning Sale

The Northwest Florida Water Management District is soliciting bids for the 2027 Westville Timber Thinning Sale, which involves a loblolly pine timber thinning harvest across 224 acres of the Choctawhatchee River Water Management Area in Holmes County, Florida. The project utilizes a loggers select thinning regime, targeting crowded, malformed, diseased, or forked trees. The successful contractor is responsible for maintaining specific residual basal area and tree density targets, ranging from 40 to 70 for both metrics depending on the stand, and must adhere to strict stump height limits of no more than six inches. A mandatory pre-harvest meeting is required for each area to assess site conditions. The contract will be awarded to the responsive bidder offering the highest Estimated Sale Value based on the total tons of each product. In the event of a tie, a point system is used to favor certified minority business enterprises, certified veteran business enterprises, and those with a compliant Drug-Free Workplace program. Bids must be submitted electronically via DemandStar by 2:00 P.M. ET on October 7, 2026. While a bid bond is not required, the awarded bidder must provide a performance bond within ten calendar days of notification and maintain automobile liability insurance of at least 1,000,000 dollars. Payments to the District will be made on a measured per-ton basis.
