Ivy City Yard Electrical Distribution Project

Amtrak is soliciting Letters of Interest under solicitation X072-26295 for the Ivy City Yard Electrical Distribution Project in Washington, D.C. This design-build project involves the construction of a new substation at the electrical entrance of the Ivy City Yard, Amtrak's primary rail equipment maintenance facility. The scope of work includes the design and construction of a new 1.5 MW, 13.2 kV utility service, featuring medium-voltage switchgear, transformers, 480 V distribution equipment, and SCADA integration. The project also encompasses protective relaying, grounding, foundations, and the testing and commissioning of all interconnections with existing electrical systems. Required documentation includes a one-page cover letter, a two-page statement of qualifications, an organizational chart, and completed Amtrak Pre-Qualification Form 59A. Proposers must demonstrate significant experience and provide resumes for key personnel, including a Project Executive, Project Manager, Project Superintendent, Safety Manager, and a NICET-qualified Field/Safety Inspector, most of whom require at least 10 years of relevant experience. Following the evaluation of these letters, Amtrak anticipates issuing a formal Request for Proposals to qualified firms.
