The Naval Surface Warfare Center, Panama City Division, intends to award a firm fixed price purchase order to Sonatech, Inc. for the diagnosis and repair of eight Seal Delivery Vehicle MK8 MOD 01 Circuit Card Assemblies. This procurement is designated as a sole source acquisition because Sonatech is the original equipment manufacturer and possesses proprietary engineering technology and design knowledge essential for the repair of these specific components. The work will be performed according to Naval Sea Systems Command and Sonatech drawings, with final delivery to Panama City Beach, Florida. The contract falls under NAICS code 334511 and FSC 5995, with an anticipated award date around June 7, 2012. To be eligible for the award, the contractor must be registered in the Central Contractor Registration database. The solicitation process is managed by Contract Specialist Cheryl Branning, and the requirement is based on a source control drawing that precludes the substitution of items without extensive qualification testing.

The Naval Surface Warfare Center, Panama City Division intends to solicit Sonatech, Inc, 879 Ward Drive, Santa Barbara, CA 93111, for diagnosis and repair of eight (8) each Seal Delivery Vehicle (SDV) MK8 MOD 01 Circuit Card Assembly P/N: 7005673-1, using the appropriate Naval Sea Systems Command (NAVSEA) and Sonatech drawings. This purchase is not suitable for full and open competition for the following reasons. All of the obstacle avoidance sonar system circuit cards used on the SDV MK8 MOD 01 program to date have been purchased from Sonatech. These items contain proprietary engineering technology. The circuit cards are identified on NAVSEA approved Source Control Drawing 53711-7005673 that identifies Sonatech as the single source, which preclude substitution of items without comprehensive qualification testing. As the original equipment Manufacturer, Sonatech is the only source with sufficient in-depth knowledge of the circuit card design and configuration that could diagnose and repair the items. Delivery will be to NSWC-PCD 101 Vernon Avenue Panama City Beach, FL 32407-7001. The NAICS Code is 334511 and FSC is 5995. The Small Business size standard is 750 employees.
