NASA/LARC is seeking the refurbishment and repair of a Model 1700 air motor under solicitation NNL15559254Q. The agency intends to award this contract to Tech Development Incorporated, a business unit of GE Aviation Systems LLC, as they are the original manufacturer and sole possessor of the proprietary design and technical expertise required for these high powered, compact counter-rotating motors. Due to the specialized nature of the equipment, NASA has determined that utilizing another source would result in a substantial duplication of time and resources. This procurement is being conducted as a commercial item acquisition under FAR Part 12. While the government intends to proceed with a sole-source award, interested organizations were invited to submit their capabilities and qualifications by August 17, 2015, to determine if the procurement should be conducted on a competitive basis. All submissions were required in writing, and the process is subject to NASA Clause 1852.215-84 regarding the Center Ombudsman.

Full Description

NASA/LARC has a requirement for a refurbishment of a Model 1700 air motor. NASA/LARC intends to purchase the items from Tech Development Incorporated (TDI). TDI is the original and only manufacturer of these high powered, compact counter-rotating Model 1700 air motors. TDI, is now a business unit of GE Aviation Systems LLC(GEAS). TDI is the original and only manufacturer of the air motor. TDI owns the proprietary design and they are the only company that has the knowledge and expertise to work on these air motors. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/17/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .
