This contract involves the procurement of five units of a specific amplifier data acquisition repair/modification part identified by NSN 7H-5996-014803807 and TDP version 002. The items are to be delivered FOB origin to Teledyne Wireless Inc. in Mountainview, California. The Department of Defense, through the Navsup Weapon Systems Support Mechanic office in Mechanicsburg, PA, intends to negotiate this contract without seeking competitive quotes, as it has been determined that only one source has the capability to provide the required supplies or services. Potential interested parties may express their interest or submit quotes before the award date, but the government retains sole discretion on whether to pursue competition. The government does not own the data rights for this part and has established that purchasing or attempting to obtain these rights, or reverse engineering the component, would be uneconomical. Therefore, this acquisition relies on the sole source provider, Teledyne Wireless Inc., to fulfill the repair or modification requirements. The solicitation was posted as a presolicitation notice, indicating an intent to negotiate rather than invite open bids, and it is managed by a designated point of contact within the Navy’s procurement office. This approach ensures the needed repair services are secured while acknowledging proprietary constraints and cost-effectiveness concerns.
