The contract involves the procurement of three units of a specific solid-state amplifier identified by NSN 7H-5996-016258448-VN, with the technical data package version 001. The delivery terms are FOB origin, with the items to be issued to Raytheon Company located in Sudbury, Massachusetts. This procurement is structured as a sole-source negotiation, meaning the Government intends to negotiate exclusively with a single supplier deemed the original manufacturer or authorized source. Interested parties may express their interest or submit quotes, but the government retains full discretion on whether to open competition based on their responses. The contract emphasizes that the part must be acquired from the designated manufacturing source as identified in DoD-STD-100, due to the unavailability of adequate technical data, government data rights, or manufacturing knowledge that would allow qualification of alternative sources. Despite standards requiring an adequate technical data package for altered or selected items, current data review reveals that the necessary data or rights are not in government possession and obtaining these data economically is not feasible. The contract falls under the Department of Defense’s Naval Supply Weapon Systems Support Mechanic office in Mechanicsburg, PA, and relates to the repair or modification of the amplifier. The solicitation was posted on March 6, 2015, as a pre-solicitation notice.
