This contract synopsis pertains to an Annual Repair Basic Ordering Agreement (BOA) N00104-11-G-A008 with Dover Engineered Systems, Inc., doing business as Sargent Controls & Aerospace, issued by NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania. It covers the period from October 1, 2013, through October 1, 2014, and outlines the evaluation and repair of various hydraulic system components manufactured and repaired by Dover. Key repair items include several linear direct valves and solenoid valves identified by specific National Stock Numbers (NSNs) and part numbers. While these are the major items listed, individual repair orders may be issued for other sole source hydraulic system components under this agreement. A comprehensive list of repairable items and forecasted quantities can be requested from the contracting office. Orders issued under this BOA will be pursuant to 10 U.S.C. 2304(c)(1), stating that the government currently lacks the necessary data to allow competition for these items, making Dover the sole source provider. Any individual repair order exceeding $25,000 will be separately synopsized in accordance with FAR Subpart 5.3. Companies interested in providing alternate products should refer to the NAVSUP WSS solicitation language LA27LN, which outlines provisions for alternate products offered. This ensures that the government maintains clear guidelines for repair services while allowing for potential competitive consideration where feasible, all managed through the established BOA with Dover Engineered Systems.
